Shows a banner at the top if service is degraded. Closes #30.

https://raw.githubusercontent.com/DeclanChidlow/status/refs/heads/master/history/summary.json can be swapped in for testing.

I understand and have followed the contribution guide
I have tested my changes locally and they are working as intended
